29 Tulum Developments Flagged by the Government — Is Yours on the List?

If you're considering buying property in Tulum, this is one of the most important articles you'll read before making a decision. The Secretaría de Desarrollo Territorial Urbano y Sustentable (SEDETUS),  Quintana Roo's official urban development authority, maintains a public registry of real estate projects that are operating without the required government permits. As of April 2026, 29 developments in the Tulum municipality appear on that list.

🔍 What Is the SEDETUS Registry?

SEDETUS publishes the Registro Estatal de Desarrollos Inmobiliarios Irregulares, a searchable public database of real estate projects in violation of state and municipal law. You can check it yourself here: desarrollo.sedetus.gob.mx/consultaDesarrollos

This registry is a critical due-diligence tool for anyone looking to invest in property in Quintana Roo, and most buyers have never heard of it.

⚖️ Why Are These Developments Flagged?

Every single one of the 29 Tulum developments on this list shares the same legal violation:

"Contravienen los artículos 80 y 81 de la Ley de Asentamientos Humanos Ordenamiento Territorial y Desarrollo Urbano del Estado de Quintana Roo, toda vez que se encuentran realizando actividades de publicidad y difusión en cuanto a su comercialización, sin contar con la Constancia de Congruencia Urbanística Estatal, licencias o permisos de índole municipal inherentes a los mismos."

In plain English: These developments are actively advertising and selling properties to the public without having obtained the legally required State Urban Congruence Certificate (Constancia de Congruencia Urbanística Estatal) or the necessary municipal licenses and permits, a direct violation of Articles 80 and 81 of Quintana Roo's Land Use and Urban Development Law.

Simply put: they are collecting your money before the government has approved their project.
